The Federal Electricity Commission (ElCom) is the independent federal regulatory authority for electricity. It has a wide range of responsibilities. In particular, ElCom is responsible for monitoring compliance with the Electricity Supply Act and the Energy Act, and monitoring electricity prices. The Pricing and Tariffs (PT) section is responsible for monitoring the electricity tariffs charged to consumers and all aspects of grid usage prices charged by electricity grid operators.
The Swiss Federal Audit Office (SFAO) carried out a follow-up audit at ElCom on the implementation of a key recommendation it made as part of its performance audit on the adequacy and effectiveness of the monitoring of network operators and their electricity and network tariffs (19095). The SFAO had recommended that ElCom introduce systematic, annual and continuous monitoring planning to ensure that personnel resources were used.
