The Federal Institute of Metrology (METAS) is the Confederation’s competence centre for all issues relating to measurements, measuring equipment and measurement procedures. In 2024, METAS had 254 employees. Its had operating costs of CHF 56.6 million, with the Confederation paying compensation of CHF 25.9 million.
METAS has recognised that action is needed as a result of its growth, which is due to the transfer of laboratories from other federal administrative units and the rapid pace of technological change. These changes impact on the culture, organisation and processes. METAS included these challenges in the general framework for Vision METAS 2025, and measures were implemented from 2021 onwards.
The Swiss Federal Audit Office (SFAO) became aware of declining levels of satisfaction among METAS employees. It therefore decided to conduct a review of the Vision METAS 2025 implementation, with a particular focus on staff-related aspects.
Implementation of Vision METAS 2025 is well advanced. For the subsequent period from 2026 to 2030, the deficiencies found by the SFAO should be addressed and remedied. In particular, it should be ensured during all phases that employees are sufficiently involved and can identify with the changes.
