The Federal Office for Customs and Border Security (FOCBS) is undergoing extensive changes. The DaziT
transformation programme is a comprehensive modernisation and digitalisation project at the FOCBS. It was launched in 2018 and will run until the end of 2026, with a total budget of CHF 400 million.
Among other things, DaziT aims to simplify, harmonise and fully digitalise customs duty and import tax
collection and the goods declaration process. The transition from the existing systems to the new standardised goods traffic system called Passar will take place in 2026 and is intended to facilitate the importation of goods. The FOCBS generates around CHF 13 billion a year from goods imports. In this audit, the SFAO assessed whether the requirements for the correct, controlled and secure launch of Passar 2.0 are being met. The audit found that there are still some gaps in the internal control system (ICS), cloud operation, information security and roll-out.
