Key project 2020 FOITT CAMPUS data centre migration

Key facts

The construction of the CAMPUS data centre (DC) in Frauenfeld marked the implementation of part of the strategy approved by the Federal Council in 2014 for a data centre network for the central Federal Administration (DC network). This is to replace the TITANIC II data centre with a new, georedundant DC at the existing PRIMUS site in Bern. The federal government’s key project 2020 FOITT CAMPUS data centre migration was launched in 2017 to establish the CAMPUS DC and migrate the TITANIC II site. The FOITT is currently expecting the project to cost a total of CHF 31.1 million.

At the time of the audit, the key project run by the Federal Office of Information Technology, Systems and Telecommunication (FOITT) was nearing its end. This is planned for mid-2025. As part of the audit, the Swiss Federal Audit Office (SFAO) assessed whether the expected benefits of the new DC in Frauenfeld can be achieved.

The audit showed that the required services have now been set up in the CAMPUS DC, which means that the foundations for the migration of applications are now in place. The SFAO’s recommendations made in audit 22739 have been implemented. The TITANIC II DC has been emptied and will be handed back to the Federal Office for Buildings and Logistics by the end of 2024 as scheduled. However, the vast majority of applications from the TITANIC II DC were moved to the PRIMUS site.

The CAMPUS site is a modern and secure data centre in terms of its facilities and security measures. Migration projects are required in order to set the CAMPUS DC up with specialist applications. The projects are to be financed by the service recipients. This will primarily be done as part of application lifecycle planning. It will therefore be impossible to achieve network load balancing with the PRIMUS site in the short term. There remains a large concentration of risk at the PRIMUS site. Furthermore, it is unclear when and how the periodic assessment of the location risks at the Frauenfeld site is to be carried out following the completion of the construction project.
