Le projet de construction de ligne diam\u00e9trale s\u2019inscrit dans le cadre du projet d\u2019agglom\u00e9ration de Saint-Gall \/ Arbon-Rorschach. En qualit\u00e9 de ma\u00eetre d\u2019ouvrage, les Appenzeller Bahnen AG (AB) sont responsables de sa planification et de sa r\u00e9alisation. Selon le devis de 2014, la r\u00e9alisation de l\u2019infrastructure ferroviaire n\u00e9cessite des ressources financi\u00e8res de 118 millions de francs.
