En 2018, le Contr\u00f4le f\u00e9d\u00e9ral des finances (CDF) a v\u00e9rifi\u00e9 l\u2019efficacit\u00e9 du contr\u00f4le du transfert de mat\u00e9riel de guerre au Secr\u00e9tariat d\u2019\u00c9tat \u00e0 l\u2019\u00e9conomie (SECO). L\u2019audit a d\u00e9bouch\u00e9 sur plusieurs recommandations et le CDF a notamment invit\u00e9 le Conseil f\u00e9d\u00e9ral \u00e0 publier sous une forme appropri\u00e9e les d\u00e9cisions de principe sur la pratique d\u2019interpr\u00e9tation de la loi f\u00e9d\u00e9rale sur le mat\u00e9riel de guerre, une mesure visant \u00e0 garantir la transparence et la s\u00e9curit\u00e9 juridique. En f\u00e9vrier 2021, le CDF a contr\u00f4l\u00e9 la mise en oeuvre de trois recommandations dans le cadre d\u2019un audit de suivi qui ne lui a pas permis de se prononcer sur l\u2019application de la recommandation relative \u00e0 la loi f\u00e9d\u00e9rale sur le mat\u00e9riel de guerre, le Conseil f\u00e9d\u00e9ral n\u2019ayant pris aucune d\u00e9cision de principe sur une demande d\u2019exportation de mat\u00e9riel de guerre entre juin 2018 et l\u2019audit de suivi.

L\u2019audit de suivi faisant l\u2019objet du pr\u00e9sent rapport a de nouveau concern\u00e9 la mise en oeuvre de cette recommandation. En raison de la guerre en Ukraine, le Conseil f\u00e9d\u00e9ral a pris plusieurs d\u00e9cisions de principe depuis f\u00e9vrier 2022, qu\u2019il a imm\u00e9diatement publi\u00e9es dans un communiqu\u00e9 de presse, sauf s\u2019il pr\u00e9voyait de les int\u00e9grer dans l\u2019ordonnance sur le mat\u00e9riel de guerre.
