Audit Construction investment contributions for higher education institutions - State Secretariat for Education, Research and Innovation

Over the past five years, the State Secretariat for Education, Research and Innovation (SERI) has paid out an average of around CHF 83 million per year in financial assistance for construction projects at universities and universities of applied sciences. The contributions are granted to cantons for the acquisition, construction and conversion of buildings for teaching, research and other higher education purposes. The basis for these payments is the Federal Act on Funding and Coordination of the Swiss Higher Education Sector (HEdA). According to the dispatch on the HEdA, only strategically important projects that could not be carried out without federal funding are to be supported. 23 applications were approved between 2017 and 2020.

Audit Traceability and supervision of real estate in the ETH Domain - ETH Board

The portfolio of the real estate and facilities infrastructure in the ETH Domain comprises approximately 450 buildings and 125 parcels of land used by the institutions – two Federal Institutes of Technology and four research institutes. These buildings are used for the core mission of teaching, research and knowledge and technology transfer. With a few exceptions, they are owned by the Swiss Confederation and had a book value of CHF 4.13 billion at the end of 2020.

Audit Supervision of continuing professional development organisations - State Secretariat for Education, Research and Innovation

The State Secretariat for Education, Research and Innovation (SERI) is responsible for implementing the Continuing Education and Training Act (CETA). The act entered into force for the first time with the dispatch on the promotion of education, research and innovation for 2017 to 2020. The Confederation is charged with establishing principles on continuing professional development (CPD) and promoting skills and CPD. SERI grants financial assistance to CPD organisations and the cantons for this purpose. This amounted to a total of CHF 25.7 million (CPD organisations, 10.7 mn) for 2017 to 2020, and CHF 59.5 million (CPD organisations, 16.8 mn) for 2021 to 2024.
