The Swiss Federal Audit Office publishes its 2011 Annual Report

The Federal Council has taken note of the 2011 Annual Report of the Swiss Federal Audit Office. Auditing focused on the areas of road and rail transport, social insurance, the agricultural income situation, energy and the environment, as well as resource equalization and cost compensation.

The Swiss Federal Audit Office (SFAO) is the supreme financial supervisory organ of the Swiss Confederation. Each year, it submits a report to the joint parliamentary Finance Delegation and to the Federal Council covering the scope and focus of its auditing work, as well as key findings. The SFAO's auditing work supports the Parliament in exercising primary supervision and the Federal Council in fulfilling its supervisory role with respect to the Administration. The SFAO intervenes at all levels of budget implementation. This Annual Report is designed to provide an overview of the broad spectrum of auditing activity and the results from the past year. It has been published at Also to be found on the website are reports on individual evaluations and audits, such as the ascertainment of agricultural income, an analysis of the voluntary old-age and survivors' insurance (AHV) and disability insurance (IV) schemes, and an overview of goods and services procurement in a number of areas, as well as an assessment of data quality in resource equalization and cost compensation.

During the reporting period, the SFAO conducted a variety of financial supervision audits and annual audits, all of which were finalised with a written report and sent to the Finance Delegation. Annex 1 of the Report contains a complete list of these audits. The findings relate to facts and circumstances from the years 2010 and 2011 that were ascertained through audits conducted during the reporting period. In so doing, the SFAO repeatedly pointed out irregularities in the Internal Control System and deficiencies in project management. With regard to the procurement of goods and services, procurement rules must, as always, be complied with.

In addition, the SFAO is responsible for auditing the Confederation's social security institutions, various foundations and public-law institutions, and international organisations.
